Samuel Isaiah
Executive Director
From a rural classroom to national reform, Samuel has always pushed boundaries in education. He led transformational work with Orang Asli communities and went on to co-found LADAP Plus and the Malaysia Teacher Prize — two initiatives that reimagine how teachers are trained and celebrated, respectively. A Top 10 Global Teacher Prize finalist, Anugerah Harapan Merdeka recipient, and one of Asia’s Most Influential in Education, Samuel continues to build bold, teacher-led solutions to drive systemic change in Malaysia.

Constance Yuen
Senior Director of Fellowships
Constance leads teacher leadership development at PEMIMPIN and played an instrumental role in the creation of the LEAD Fellowship, which has trained over 450 middle leaders nationwide. With 12 years of experience in education and management, she holds an MA in Special Needs Education and a PGDE. Her journey began in the classroom, where she developed a firm belief that strong leadership is key to student success, leading her to champion leadership growth among teachers nationwide.

Kelly Lim
Director of Operations and Educational Technology
As one of PEMIMPIN’s most experienced leaders, Kelly has shaped all three of its core pillars — from empowering indigenous school leaders through PEMIMPIN School Leadership Initiative, to leading the first Malaysia Teacher Prize Summit, and now reimagining teacher development through Malaysia’s pioneer professional development app, LADAP Plus. A former secondary school teacher, lecturer for incarcerated students, and Research Specialist at Princeton University, she brings a deep commitment to evidence-based innovation in education. Behind the scenes, Kelly anchors PEMIMPIN’s operational growth, building the systems that power its expanding impact.

Tay Tien Sing
Director of Partnerships and Prize Initiatives
Tien Sing serves as the Director of Partnerships and Prize Initiatives at PEMIMPIN and is a driving force behind the Malaysia Teacher Prize (MTP), Malaysia’s platform for celebrating teacher excellence and strengthening leadership in education. A former teacher who began his career during the pandemic, he brings experience in digital learning, teacher upskilling, and student leadership development. He also co-hosts the Lesson Plan Podcast, where he explores current issues and bold ideas in education with leading voices in the field. Tien Sing holds a Master of Advanced Study in Applied Mathematics from the University of Cambridge and is committed to building partnerships that create lasting impact for Malaysia’s education ecosystem.

Dato’ Kathleen Chew
Chair of the Board
Dato’ Kathleen Chew is the Group Legal Adviser of YTL Corporation Berhad. She holds a LL.B (Hons) Degree from the University of Birmingham and is a member of the English Bar and the Malaysia Bar.
Dato’ Kathleen is the Chairperson of Alpha Malaysia, a non-denominational Christian organisation, and Hospis Malaysia. She is also a board member of the Malaysian Collective Impact Initiative Bhd. Additionally, she takes an active interest in education, serving on the boards of PEMIMPIN and Dignity for Children Foundation. She is also a member of the Board of Governors of the Assunta Secondary School.

Sameer Sampat
Board Member
Sameer Sampat is the Co-Founder of Global School Leaders, an organisation dedicated to improving student outcomes through school leadership development. He holds a Master’s degree in Public Administration in International Development from Harvard Kennedy School and a Bachelor’s degree in Computer Engineering from UCLA.
Sameer has extensive experience in education reform and leadership development, working with non-profit organisations globally. He is a board member of PEMIMPIN and is passionate about advancing educational equity through leadership capacity building.

Lim Beng Choon
Board Member
Lim Beng Choon is a trustee of the ECM Libra Foundation, which focuses on initiatives related to education, community development, and health. He holds a Bachelor of Science (Hons) in Mathematics from the University of Malaya.
He has extensive experience in the corporate sector, having held senior positions at Accenture Malaysia and ASEAN. Beng Choon actively contributes to social impact initiatives and is a board member of PEMIMPIN, supporting efforts to strengthen educational leadership in Malaysia.

Puan Sri Maimon
Board Member
Puan Sri Maimon is the Co-Founder and Senior Advisor at Elevate for Impact – an organisation that coaches for change. She is an International Coaching Federation credentialed Coach and Team Coach. She is also a Positive Intelligence Coach and HRDC trainer.
She is on the board of trustees of the National Heart Institute Foundation and a board member of the Malaysian Collective Impact Initiative Bhd. Prior to retiring in 2019, she was the Group Director of Corporate Social Responsibility of Hap Seng Consolidated Berhad (HSCB). She was also a board member in Malaysian Mosaics Sdn Bhd., and Chairman of Malaysian Ceramic Manufacturing.

In collaboration with the Ministry of Education (MOE), PEMIMPIN scales high-impact teacher development initiatives that align with national priorities. Together, we co-design programmes, build educator capacity, and inform policy through research, innovation, and continuous learning, shaping a more equitable and effective education system for all.



PEMIMPIN partners with regional and global non-profits and organisations such as the Southeast Asian Ministers of Education Organization (SEAMEO), Global School Leaders, and The Global Institute for Shaping a Better Future by Teach For All. Through these partnerships, we exchange effective practices, collaborate on programme development, and contribute to shaping the future of education globally.

As a partner of Global School Leaders (GSL), PEMIMPIN connects Malaysian educators to a global movement dedicated to strengthening school leadership in the Global South. By leveraging globally recognised best practices and research-backed training, we empower educators to drive meaningful, lasting change in their classrooms and communities.
